ISP. There may also be download speed problems.

My ISP provides a cheap paid hosting service. Should I use this?
A. Compare what you are getting in the hosting package against what
the dedicated hosting companies offer. You may have to pay for essential
"options" like visitors statistics software and bandwidth.
